Statistics indicate that the electricity consumption for lighting in China has hit 400 billion kwh in 2008, which is about 5 times of the annual output of The Three Gorges. The figure is estimated to grow to 500 billion kwh by 2010 with an annual growth rate of 13% to14%. In order to fulfill the target of reducing the electricity consumption for lighting by 10% by 2010, from 2008 to 2010, the Chinese government will subsidize 150 million green lighting products to promote energy-saving and environment protection under its Green Lighting Campaign. As one of the suppliers of the government program, OSRAM is to provide a total of 14.5 million green products from 2008 to 2009. The four-year plant expansion project started in 2007 and will last till 2010. The new facilities will be manufacturing and developing OSRAM green products including compact fluorescent, fluorescent, High Intensity Discharge and Halogen Energy Saving lamps, which all feature high energy and cost efficiency, environment friendly benefit and long life-span for the end users. By end of 2010 OSRAM Foshan factory will become one of the larges OSRAM sites in the world. The expansion project will provide up to 800 jobs related to manufacture and R&D.

In 2008, Siemens generated revenue of approximately RMB 180 billion globally - nearly one-quarter of the company's total revenue – with products and solutions from its Environmental Portfolio encompassing solutions in virtually all fields relating to energy generation, distribution and use- buildings, lighting, transportation and industry- as well as environmental technologies. By 2011, the revenue stemming from Siemens environmental portfolio is targeted to reach RMB 238 billion a year globally. In 2008, Siemens China also announced that it would generate RMB 38 billion in order intake from its environment portfolio by 2010.
